We welcome the successful conclusion of the EU-Somalia Partnership Forum conference held in Brussels on July16-17, co-chaired by H.E. Mohamed Abdullahi Mohamed, the President of the Federal Republic of Somalia, High Representative of the EU for Foreign Affairs and Security Policy/Vice-President of the EU Commission, Federica Mogherini, and Ms.Margot Wallström, Minister for Foreign Affairs of Sweden. Commissioner for Humanitarian Aid and Crisis Management, Christos Stylianides also attended

 

We believe the EU's ongoing effort to support the hope of the Somali people and the government's reform agenda strengthens the relationship between the EU and Somalia and ushers a new era of hope for Somalia’s peace, security and economic development recovery.



We are encouraged by the announcement of two additional economic and security support to Somalia made by H.E. Federica Mogherini. The initial €200 million is allocated to support the Inclusive Politics Agenda and the Economic Recovery Agenda of the government. The second additional €114.2 million is to support AMISOM.


We are further encouraged by President Mohamed Abdullahi Mohamed’s initiative to build a more prosperous future for Somalia by signing a historic bilateral cooperation agreement with strategic partners, and his relentless effort to rejoin Somalia into the World Trade Organization to further benefit from regional integration.


We believe it is consistent with the president’s NABAD and NOLOL policy of creating sustainable security and stability for the country.


During her closing remarks, H.E. Federica Mogherini reminded the conference attendees of the importance of this historical moment.


She said; "This is a very special moment for the Horn of Africa. Ethiopia and Eritrea have taken a historic decision towards peace and reconciliation. This is a message to all of us: every obstacle can be overcome with political will and courage. We have a collective duty to support such hope both inside Somalia and in the region.”


On that spirit of hope and determination of change in the Horn of Africa, we ask the Somali federal government, European Union, UN, AU and the international community to turn their attention to the plight of the people of Maakhir, Sanaag, Somalia. A region with a sizable population that has been dubbed by the international community a "Disputed Area” with unimaginable consequences of human suffering and economic stagnation.


We ask the Somali Federal Government and the international community to:

Immediately halt and suspend any development aid from the international donor countries or the FGS to Somaliland that is intended to reach Sanaag and Sool regions of Somalia.


No financial aid that has been previously sent to Somaliland has reached Sanaag or Sool. Instead, it was used to finance Somaliland’s ambition of regional hegemony and used to advance its aggression against the people of the region.


Reliable reports by reputable-investigative reporters, corroborated by inhabitants of the land, indicated that Somaliland also supports and finances the terrorist groups in Al-Madow Mountains, particularly Al Shabab militants who are committing daily terrorist acts and atrocities in Af Urur and nearby villages.

    

We urge the international community to investigate how the financial aid developments sent to Somaliland were appropriated.


We support the FGS’s position to suspend the special status arrangement for the separatist regime in Somaliland.


We ask the Somali Federal Government to consult any future economic and political development of the region with the people of the land whose sovereignty and constitutional rights have been infringed.

We urge the international community along with the Somali Federal Government to send a fact-finding mission to Maakhir, Sanaag, and assess the human and economic hardship caused by labelling the region a "Disputed Land”.
